US Marketing RFPs: Selected Agency Opportunities

US marketing RFPs currently offer work in regional public-awareness campaigns, tourism marketing and college enrollment advertising. H-GAC: campaign delivery within an inclusive media budget

Houston-Galveston Area Council wants an integrated campaign explaining regional air pollution, health impacts and practical actions residents and organizations can take. Work includes messaging, multimedia educational materials, paid placements, community engagement and performance reporting across its region. The public scope calls for a project management plan within 30 calendar days of notice to proceed, a minimum 12-month content calendar and editable deliverables. Read the current public RFP sections.

The $200,000 cap includes paid media. Build your staffing, production and reporting plan around the amount remaining after placements. H-GAC retains 7% until final deliverables are approved. The anticipated contract is approximately 12 months, with the final term established in the executed agreement.

The response asks for three to five relevant projects from the past five years, key-personnel information and a creative portfolio. Regional understanding and qualifications each carry 30% of the evaluation, so show how your examples support this campaign rather than submitting an undifferentiated agency credentials deck.

A partner team needs a management plan placing contractual responsibility with one prime contractor or legal entity. This permits a proposed team; it is not an advertised subcontract opening. Palm Desert: keep annual service fees and media separate

Palm Desert seeks an integrated tourism-marketing firm for July 1, 2027–June 30, 2030. Services cover destination strategy, account management, brand and creative development, media, public relations, social media, email, website marketing, research and analytics. Website technical administration and redesign remain with the City’s technical resources. Read the City’s public RFP.

The $335,000 annual services ceiling includes the firm’s compensation and delivery expenses such as production, research, technology, subcontractors and reimbursables. Approximately $550,000 in annual working media is a separate planning assumption. Media is billed at actual net cost without agency markup or commission; credits and rebates benefit the City. Annual approval and appropriation apply, so these figures are not guaranteed revenue.

The technical narrative is limited to 20 pages, excluding specified items such as the cover, contents, required forms, resumes and approved work-sample appendices. Provide up to three case studies from the past five years; at least two should involve destination, tourism, hospitality, place marketing or closely comparable work. There is no preproposal meeting. Questions closed September 30. Clarifications are scheduled by October 7 at 5 p.m. Pacific; read them before finalizing your response.

LaGuardia: obtain the full pack before pricing

LaGuardia Community College, CUNY seeks digital marketing and advertising to support awareness, student engagement, enrollment and outreach. The original City Record notice describes strategic digital campaigns, audience analytics and performance measurement over two years.

Subcontracting requires the College’s written approval. The notice lists 30% Minority/Women Business Enterprise and 6% Service-Disabled Veteran-Owned Business goals; these do not establish an exclusive bidder reservation or an available subcontract.

The full pack was not reviewed. Budget, complete participation conditions, response forms, meetings and the deadline timezone remain unconfirmed here. The published October 29, 2 p.m. field does not state a timezone.

Next step: search the New York State Contract Reporter for LAG-06908272026 / CR 2138704, obtain the full solicitation and confirm the response cutoff through the designated procurement route. This is a marketing engagement, not a separately advertised graphic-design commission.

Three checks before pursuing an agency RFP

  • Separate media from agency income. H-GAC includes placements inside one cap; Palm Desert separates working media from its service ceiling. They require different cost plans.
  • Match evidence to the buyer’s scoring. H-GAC emphasizes regional understanding and demonstrated capacity; Palm Desert prioritizes integrated delivery and relevant experience. Use the actual response sections and permitted samples.
  • Establish your participation route. A proposed partner team, a subcontract requiring buyer approval and an independently advertised subcontract are different routes. Read the buyer’s requirements before presenting any route as available.

The H-GAC procurement portal and Palm Desert procurement portal publish buyer-specific projects, documents and amendments. Read the public requirements first; vendor registration is used for responding and notifications. The New York State Contract Reporter is another route for New York public solicitations; check the actual agency and services rather than assuming every advertising result is a suitable agency contract.

Can a small agency bid with partners?
