Irving: museum graphics, production and installation RFP

The City of Irving’s 003SB-27 seeks graphic design, production, fabrication, delivery and installation for its Department of Arts and Culture. Work is ordered as needed for arts, museum and exhibition facilities. The specification includes vinyl lettering, exhibition panels and labels, banners, interior signage and outdoor graphics.

This includes physical delivery. City or touring-exhibition artwork may be supplied, with original design and production-file preparation requested when needed. Contractor installation can include removing old exterior graphics and supplying labor, equipment and tools. Smaller panels may be installed by City staff. Individual projects may require a coordinated site visit, although there is no pre-proposal conference.

Value and term. The annual $40,000 not-to-exceed amount is a spending ceiling, not promised revenue. Quantities and frequencies are estimates, with no guaranteed minimum expenditure or workload. The initial term is approximately one year, with up to two further one-year renewals by written mutual agreement and available funding.

What to submit. Provide a company overview, at least three current or recent references for comparable services, and at least two completed-project examples explaining your role. Include pricing for every requested IonWave line item, plus applicable hourly rates for design and installation. Submit the required forms and pricing with the electronic PDF response. Evaluation assigns 40% to cost, 30% to project samples/portfolio and 30% to references.

Price the workflow, not just the artwork. Pricing must account for the specified labor, materials, production, fabrication and delivery costs. Design pricing includes up to two rounds of revisions; additional chargeable revisions require prior written approval. Digital proofs need City approval before production. Editable or production-ready files created specifically for City projects must be supplied on request.

Capacity checks. Standard production, delivery and required installation are due within 15 business days after approval of final artwork and the written quote, unless agreed otherwise. More complex fabrication may need an accepted four-to-five-week schedule. If you accept a rush request, completion is required within 72 hours unless otherwise agreed. Include rush charges in accepted pricing or obtain written approval before work.

Dates and submission route. The buyer’s public portal states a response deadline of October 14 at 2 p.m. Central Time. The specification and special instructions require an online PDF response through IonWave. The public page has conflicting question dates: the header says October 5 at 2 p.m. Central Time, while the activity table says October 6 at 2 p.m. Central Time. Confirm the cutoff through Purchasing; do not assume the later date applies.

Las Vegas’s public-art tour map commission starts with an RFQ, followed by a paid design-proposal stage for selected semifinalists.

Eligibility: US residents aged 18 or older, excluding City employees.

Initial response: use the linked form to submit one PDF containing a one-page letter of interest, up to ten portfolio examples and a resume/CV or team qualifications. The extended deadline is October 14, 2026, at 5 p.m., labeled PST. Confirm the timezone and revised selection schedule: a September evaluation line remains after the extension.

Compensation: the City anticipates selecting three to five semifinalists; each selected semifinalist receives $500 for the proposal phase. One final design contract of $10,000–$15,000 is anticipated, separate from those honoraria.

Final scope: a citywide public-art map, printable brochure or fold-out, digital/mobile versions and promotional graphics. The buyer supplies artwork information, GIS resources and branding materials.

FAQs about graphic design RFPs

Is an RFQ the same as an RFP?

An RFQ commonly asks for qualifications before a proposal or negotiation stage. The Las Vegas call specifies this sequence. Irving asks for a priced proposal and scores cost alongside samples and references. Follow the buyer’s actual instructions rather than relying on the acronym alone.

Can a design-only studio pursue a fabrication contract?

First establish how the full scope would be delivered. Irving includes physical production and installation, so artwork capability alone does not cover every obligation. Check the buyer’s terms for any proposed partner arrangement and present the team’s responsibilities clearly.

Does a published contract value guarantee that amount of work?

No. Irving explicitly describes its annual limit as a maximum expenditure with no guaranteed minimum. Las Vegas separates a proposal honorarium from a possible final design contract. Treat each amount according to its stated purpose.
