The City of Urbana’s FY2027-RFP-210 seeks a GIS-based impervious-surface dataset covering its approximately 11.3-square-mile area, across all parcels. The output supports stormwater utility fee calculation. This is a data-production assignment rather than simply supplying a map viewer.
Deliverables and quality. The buyer wants an Esri file geodatabase, with polygons aligned to the City’s coordinate system. Its specification expects at least 95% geometric accuracy and coordination with City staff on quality control. Surface classes may include buildings, roads, sidewalks, gravel, railways and pools. The City offers three-inch imagery; a suitable vendor-provided imagery alternative can be proposed.
What to demonstrate. Explain feature classification, edge cases, accuracy assessment and how you will resolve review comments. The proposal limit is ten pages. Include your understanding and approach, qualifications, implementation timeline and three references for comparable work from the last five years. Disclose proposed subcontractors and their work. No pre-submittal meeting is required.
Pricing and response. Upload cost separately from the technical proposal; do not put cost information in the technical upload. Submit through the City’s OpenGov portal by October 19 at 2 p.m. Central Time. Questions close October 14 at 2 p.m. Central Time, with replies scheduled for October 15 at 2 p.m. Central Time. Annual updates may be considered later; the initial mapping procurement does not guarantee a recurring update contract.

Biddeford seeks an online GIS service that complements its existing internal Esri environment. The base service is a hosted public parcel-mapping application with selected municipal layers, owner/address/parcel searches, assessing-system integration, abutter tools, querying and printing. The RFP also calls for ArcGIS Online integration where applicable, secure staff access, hosting, support and updates.
Separate the base service from optional work. The City offers two parcel-maintenance approaches: maintaining its existing parcel structure, or converting to a contractor’s production system. Optional professional GIS support is also requested. These options require distinct pricing and do not guarantee a minimum workload. Identify layer limits, additional charges and which maintenance responsibilities belong to the City or your team.
Data and continuity matter. City ownership of its data must be retained. A conversion approach must provide a complete, current Esri-compatible export on request or termination, without locking the City into a proprietary format. Describe quality checks, turnaround, enterprise GIS capability and who covers absences. The buyer asks for organizational depth and backup personnel, rather than reliance on one person.
Experience and evaluation. Provide three municipal references currently receiving comparable services. Maine or comparable municipal experience is a preference; the RFP does not make every reference Maine-only. Its stated potential scoring is 30% municipal qualifications, 25% technical capabilities, 20% staffing and continuity, 15% approach and responsiveness, and 10% cost. The document says these criteria may be used; do not treat a low price as decisive.
Price the components visibly. Show base onboarding, annual hosting and updates, extra layer charges, parcel-maintenance options, conversion costs and professional hourly rates. State after-hours, travel and annual escalation charges. The initial term is one year, with possible annual renewals by mutual agreement, satisfactory performance and available funding.
Response route: deliver three hard copies and one emailed PDF. The PDF must be received by November 2, 2026, at 2 p.m. EST. The RFP gives the delivery address and GIS Manager’s email; allow time for both routes. Questions are due October 23 with no time stated. Answers/addenda are planned for October 29, and the anticipated schedule calls for commencement no later than January 1, 2027.

Hollywood’s RFQ-433-26-SA seeks continuing professional planning, urban design, GIS, visualization and related services. It anticipates one primary consultant or integrated team, while reserving the option of additional awards. Qualified subconsultants are allowed, with the prime responsible for coordination and performance. A GIS specialist should assess a named team role; this notice is not an issued subcontract invitation.
The GIS work is substantive. Scope includes spatial analysis, geodatabases, ArcGIS Enterprise/Online applications, dashboards, Python/ArcPy automation and municipal-system integration. Deliverables must include editable, reusable, City-compatible native datasets and relevant scripts, metadata and documentation. Static maps or screenshots do not replace underlying data.
Team requirements. Respondents must be authorized to conduct business in Florida, show relevant governmental consulting experience, identify responsible principals and project personnel, and provide three references on City forms. A Florida governmental reference is preferred. Complete the capabilities matrix, showing in-house work, subconsultant work and services not provided. Demonstrate concurrent-work capacity and the experience of people who will actually deliver assignments.
Selection and pricing. GIS, technology and innovation account for 15 points within the 100-point core score; team qualifications and multidisciplinary breadth carry larger allocations. Qualifying local vendors can receive five bonus points. The summary and upload instructions explicitly say not to submit pricing, with negotiation after ranking. Other generic clauses discuss pricing and market-rate information. Ask Purchasing through the portal to clarify any conflicting instruction before uploading a response.
Dates and access. A nonmandatory virtual pre-proposal meeting is scheduled for October 6 at 4 p.m. Eastern Time. Questions close October 15 at 5 p.m. Eastern Time. Submit through OpenGov by October 22 at 5 p.m. Eastern Time; hard copies are not accepted. The planned agreement is three years with three possible annual extensions, subject to agreement and approval. Task orders require written authorization, and no minimum quantity, value or frequency of work is guaranteed.
